Oats are considered gluten free in CA/EU/US when purity is guaranteed, but not gluten free in AU/NZ under stricter standards. Most celiacs tolerate pure, uncontaminated oats, though a small minority show an immune response in clinical studies. Therefore, oats are safe for the majority but not universally tolerated.
